Most students use the Common Application which is accepted by 700 universities, and many students submit additional applications to universities that do not accept the Common App. Start by writing your Common App Personal Statement first because, in many cases, you will be able to cut down that 650-word essay to fit another prompt from a school that does not accept the Common App. Also, you should NEVER use your Common App Personal Statement to answer a supplemental essay required by a school that DOES use the Common App. That would be repeating information that they already have access to.
